Monitoring, Evaluation and Learning
A theory of change is an integral element of a robust Monitoring Evaluation and Learning system which is usually built using the following steps:
  1. Developing an intervention logic and a theory of change.
  2. Determining suitable KPIs and questions that could help assess progress.
  3. Co-creating monitoring processes, and supporting with tools for gathering, storing and analyzing information.
  4. Planning for evaluations.
  5. Using information to enhance learning and improvement in individual project and the portfolio in general.
